Civilian Complaint Review Board
Born in Puerto Rico in January 1960, Jose and his family moved to the city of Newark in his late childhood. A product of the Newark City Public School System, in 1976 he was accepted to Montclair State University (then called Montclair State College). He graduated in 1980, with a double major in Psychology & Sociology.
In 1986 he joined the Law Enforcement community, and in 1988 he completed his Masters degree in Criminology from the Interamerican University in San Juan Puerto Rico. In 1997 he was became the Special Agent in Charge of the IOCP/CO San Juan Interpol Office, and Interpol Commander for Central America and the Caribbean.
In 2009 he returned to the City of Newark, and in 2011 he became employed by Essex County /Division of Family Services as a Senior Program Developer.
